Question for Icon makers

When you make an icon, do you put the image together and THEN come up with the appropriate saying, or have some saying you want to use, and THEN find the image?

Cuz, after I make an icon, I have trouble coming up with the pithy wordage to make the icon really spark.

I do both, depending on whether I hear a phrase first, or see a scene first.
